Sebb resolved HTTPCLIENT-1195.

    Resolution: Fixed

Now uses separate set for userinfo and fragment
URIBuilder now behaves the same as URI for unescaped fields, and generates the same escaped
URIs in most cases apart from arbitrary queries.
