This bug was opened because a user could not send this kind of request.
It was closed because the same user confirmed that is is now possible,
see comment #7.

Your test uses the String constructor of GetMethod from uri.toString().
If you pass your string directly into the constructor instead of first
putting it into a URI and then creating a new string, it should work.
It should also work if you set the uri with the HttpMethod.setURI(...)
method instead of calling uri.toString() for the String constructor.
That gives you at least two options to achieve the desired result.
