>From my point of view, a path segment *contains* a colon if any one of
it's characters is a colon. Including the first one.

But section 3.1 of RFC 2396 states:

>  Relative URI references are distinguished from absolute URI in that
>  they do not begin with a scheme name.

which supports your interpretation, and that of the browsers.
