Martin,
Not that I disagree with you, but I just would like to point out two things:
* UTF-8 has been designed to be backward compatible with Latin-1 encoding (as 
long as only 8 bit characters are used)
* HttpMethodBase#setQueryString(String) method allows to apply whatever 
encoding the user may see fit.
