I think UTF-8 is a good default but it would be helpful if an other encoding 
could be specified as well. Some server applications may not properly decode 
the request parameters if they are UTF-8 encoded. I use HttpClient e.g. to 
access an SMS gateway. This gateway expects the URL parameters to be ISO-8859-1 
(Latin-1) encoded. I can imagine that there are many other server applications 
around that require an encoding different from UTF-8.
