Why would you want to change RESPONSE_WAIT_TIME_MS in the very first place? Its
sole purpose is to avoid infinite wait when the target HTTP server does not
properly handle 'expect: 100-continue' handshake. If you need to set read
timeout, you should use HttpClient#setTimeout() method.
