Jeff,

I just want to make sure that we are talking about the same thing. 

1) I think the bug reporter clearly wants scenario A. 

2) The IIOE instance the user may want to act upon would be nested in the
HTTPRE. All that the user would have to do is to get the original root exeption
upon receiving HTTPRE and to test if it is an instance of IIOE class. I believe
that it the essense of the exception chaining

I do not quite see why you think that the patch does not address the problem.
