I wasn't sure which part causes the problem, so I posted to HttpClient people.

I use commons-logging is 1.0.2 (I'll try with 1.0.3)

The suggestions you made I already verified, but without results. Besides, in 
my description I said I already verified that System#setProperty() works, that 
is, I do it literally in the first line and I see the results when changing 
parameters.
