HttpConnection#isOpen() properly works with SSL connections only with JDK 1.4 or
above due to what we consider a bug in Java. In older versions of JDKs SSL
connections always appear 'stale' and therefore get dropped. You'll have to
upgrade to Sun JDK 1.4 or IBM JDK 1.3.1 (which should also be ok). 
Bottom line, SSL connection persistence in HttpClient only works with Java 1.4
or above. 

We have to balance out at times conflicting interests of our ever expanding user
base. I am sorry for being unable to provide more help than that.
