Subject [PATCH] ATTN Ortwin: Dependancy on Java 1.4 fix

- HttpClient has now only two compile-time dependencies on Java 1.4
- HttpClient should again be runnable on Java 1.2.2
- All protocol related classes moved to org.apache.commons.httpclient.protocol package

I believe Mike's patch is good to be committed. If you have any reservations, let's talk them
through once you have more time on your hands
