Sorry about all the bugzilla emails.  All done now.  Pier showed me how 
to exclude a user from being moderated without subscribing them just by 
doing a reply to all from a moderation message.

I re-catagorized some of the bugs.  Anyone is free to assign bugs to 
themsleves, add comments, new bugs, whatever.  Please be careful to 
always add this list (commons-httpclient-dev@jakarta.apache.org) to the 
CC list if you do assign a bug to yourself, and make this list the owner 
if you are creating a new bug.
