Subject Region metrics question

Hello everyone, I've got a question about the metrics output for region
metrics. In hbase 1.2 (cdh 5.9, prior to the changes in HBASE-15377
<https://issues.apache.org/jira/browse/HBASE-15377>) I believe these
metrics represent size of responses, but they don't seem internally
consistent. From reading the source that the quantiles and the ranged
buckets should be a representation of the same underlying FastHistogram (a
snapshot returned from calling .reset()
<https://github.com/cloudera/hbase/blob/cdh5-1.2.0_5.9.0/hbase-hadoop2-compat/src/main/java/org/apache/hadoop/metrics2/lib/MutableRangeHistogram.java#L59>).
In the example below there are a couple of confusing features:

1) the sum of the time ranged buckets is not the same as get_num_ops
2) Despite there being values in three time ranged buckets, the min/max etc
of this metric is zero.
