In HBase 1.2.6 , package of LoadIncrementalHFiles
was org.apache.hadoop.hbase.mapreduce. so try,

$ hbase org.apache.hadoop.hbase.mapreduce.LoadIncrementalHFiles

it is changed to org.apache.hadoop.hbase.tool in HBase-2.0
