getting back to your original question, we are using JMXBeans and Locater code that return
references to the proxies for the JMXBeans to allow remote clients to access HBase without
any knowledge of HBase or Hadoop

You don't have to instantiate the webserver.  It comes up on by
default.  Browse to http://MASTER_HOST:60010/.

I'd suggest you read the 'getting started' doc referred to earlier.
