Check this out. CloudClimate provides monitoring results on Amazon S3
performance.

Accessing S3 US Bucket from local (EC2 US) is faster than accessing
via internet, but even from EC2, the graph shows many spikes, and at
the peaks of those spikes, it's taking half a second to download a
65KB file.

You might want to try Amazon EBS. It should be much faster than S3.
