Nope building tags I would go with RegionCPEnv method. That is better. Because only for CPs
we need to give that ability.

Yes. For now won't worry about it.
So we have a cell with multiple Tags. We need a way to extract tags out from the cell and
once extracted we need APIs to work on individual tags.
My point was let us add all static helper methods to work on individual tag to the Tag interface.
Lets have LPCellUtil that will have all other static helper methods to work with cells and
extract out tags. In addition to that some of the APIs that I have listed in the above comment
will also be there. Makes sense?
