Parking a patch here. One thing is that for CreateTable PRocedure even if we create more than
1 table with replica it seems to work. 
But the same for EnableTableProcedure it hangs.
I think overall the problem could be that the ProcedureExecutor's worker threads do not get
enough cycles to process all the subprocs. How ever parking here to see if the test case with
CreateTableHandler can work in QA. If that is also hanging then this soln is probably not
the right one.

Stocahstic load balancer assigns replica regions to the same RS. This happens when we have
3 RS checked in and we have a table with 3 replicas. When a RS goes down then the replicas
being assigned to same RS is acceptable but the case when we have enough RS to assign this
behaviour is undesirable and does not solve the purpose of replicas.
