Josh Elser updated HBASE-18873:
    Release Note: GlobalQuotaSettings was introduced to avoid protocol-specific Java classes
from leaking into API which is users may leverage. This class has a number of methods which
return plain-Java-objects instead of these protocol-specific classes in an effort to better
provide stability in the future.
