Sorry for the delay, I was out for a bit. I'll be resuming work on this shortly.

[~ashish singhi] I didn't consider snapshots because they aren't as common for our use case,
but it is an interesting point. Should snapshots be disabled? I looked into the code and it
looks pretty easy to do that. Do you think conceptually it makes sense to disable them on
read replica clusters?

[~stack] I did some investigation and I agree that we can get rid of the 'global' keyword
and just use hbase.readonly. I'll implement that and your other suggestions and put up another
diff.
