bq. Yeah, as I recall, Vlad ran into a case where, when trying to make sure that we didn't
lose files in incremental backups, we grabbed a table-level lock. Because this lock was on
the hbase:backup table, it introduced a situation where the system deadlocked. By introducing
a table which is explicitly tracking the bulk-loaded files, it avoids this deadlock scenario.

[~vrodionov], when you have a moment, could you please describe this problem you ran into
for us and the pros/cons on you chose a separate table as the way to work around it?
