v2. updated the coprocessor hooks.  Also added a boolean to the decommission API to tell if
to offload the regions from the decommissioned server or not.  There is use case where we
just want to 'isolate' the server, not offload the regions.

stop will close the regions, but the master will only assign them after the znode is deleted.
