Regarding the exception: The NotServingRegionException can only happen in case the meta table
is corrupted resulting in providing an incorrect location for a region. This may also happen
due to some region operation in progress (split) etc which meta is not aware of. In case I
rethrow the exception it will stop the processing of all the subsequent regions due to one
bad entry in meta. Also, this will be one-off case due to which I'm just logging the exception.

I'll move HBaseRpcController out of for loop. Thanks.
