The default values for minSessionTimeout and maxSessionTimeout are -1 and when it is set that
way, the calculations for tickTime*2 and tickTime*20 are handled within the ZooKeeperServer
class.

Perhaps this should default to -1 here as well.  This way, if it is ever decided to change
from tickTime*2 and tickTime*20, there will only be one place it needs to be changed.
