I missed your update. You mean the test worked with branch-1.2? That is good to know. However
reading the code I can see that 
https://github.com/apache/hbase/blob/master/hbase-server/src/main/java/org/apache/hadoop/hbase/master/procedure/ModifyTableProcedure.java#L343
it handles only when the newReplicacount is less than the old Count. I think this is the problem.
I totally forgot about this issue. I can work on a patch if you confirm what I see.
