Replace Replication with Replica (or Replicas) above. Replication has its own meaning.

Looks like setReplicas() should be modified to do the following:

    if (hTableDescriptor.getRegionReplication() > 1) {
      ServerRegionReplicaUtil.setupRegionReplicaReplication(env.getMasterConfiguration());
    }
