Publishing one more patch (here and on RB) with code review comments fixes so far.

[~ram_krish], I'll wait to your review a bit, but I would like to finish with this JIRA asap
and move forward.

I have spent a bit too much time on this debugging...

protect pool chunks from GC by the strong map of ChunkCreator introduced by HBASE-18010. Will
