bq. There is a separate setting for RPC tasks because that's what we really care about and
want to dump debug info into the logs about if they get stuck. Honestly I don't care about
other task types. 

Since stuck RPC tasks are all we care about logging, I've redone this patch to just warn about
them. Warnings are disabled by default. Left open the possibility of warning about other types
of tasks in the future by keeping the added methods in the base interface.
