does jacoco need a license? I can't find anything on their sourceforge page, the jenkins plugin
page, or the maven plugin page.

The code coverage tool would help in finding the extent of code coverage we have in new patches.
The hadoop qa bot should be able to stamp a -1 on diffs that decrease the coverage. This jira
is to do the same.
