Yes, this would be a great improvement over the naive test4tests.

We used to run jacoco in nightlies, but that stopped working at some point;
I suspect the license file on the asf servers moved/evaporated.

The code coverage tool would help in finding the extent of code coverage we have in new patches.
The hadoop qa bot should be able to stamp a -1 on diffs that decrease the coverage. This jira
is to do the same.
