All favored admin APIs have a group and non-group version. Was planning to do both of them
together. The group version of APIs would need FavoredRSGroupBalancer patch (HBASE-15533).
That couldn't be pushed because we couldn't get the precommit builds to run (as rsgroups tests
don't work, HBASE-18110).

If enabling rsgroups tests would take a little bit of time, I can start with the non-group
version of the APIs.
