Sorry to come in late, but this should be a "core" feature rather than implemented via a MasterObserver.
Everything in the space quotas are already core, so I don't think there is any point in making
this an external thing to be enabled manually by users. Ideally, we should have every new
feature to come with a single config option to enable. Once that is enabled, everything else
is configured based on that. 
We are expecting that every user of space quotas to enable this by default. So even if we
keep the implementation as a coproc, maybe we should just add this to the list of coprocessors
programmatically at hmaster start without the user having to configure this. 
Anyways, this can be done as an easy follow up patch.
