Attaching patch based on reviews. Added unit test and replaced classes in wrong module.

Also attaching a picture with the result. Maybe encoded region name is not the best alone, should I add table and namespace names?

bq. I'm uncclear what is being counted reading the patch
It is listing the current state of all regions. Maybe doing it with tags is not the best approach?

bq. We adding a new bean here, for Master?
It is for RegionStates.
