v3. Introduces TableName.isSnapshottable/ TableName.setSnapshottable

By default, system tables are not snapshottable, but it can be overridden with the new API.


No more checks on system tables during restore from snapshots.

As since, new functionality is not exposed to command line tools, there is no way to create
snapshots for system tables using command line tools.
