I could not figure out what resource hold in TestMultiSlaveReplication#testZKLockCleaner that
cause the problem in the following test.  The simple shutdown/start zk cluster between each
test would make the flakiness go away.  Attached is the V1 patch going that direction.  

Of course, if anyone has insight on figuring out the zk resource hold after the end of TestMultiSlaveReplication#testZKLockCleaner,
that would be even better.
