As HBASE-1611 has stated, octal representation is still used sometimes.

Well, it's the case for {{status 'detailed'}} command from {{hbase-shell}}.

Problem is: bad octal formatting, as described in #HBASE-2035, is still applied.

For exemple:

If the hex representation of the start row (from {{scan 'hbase:meta'}}) of two regions is:
{noformat}
whatever\x91bbb
whatever\x98aaa
{noformat}

The octal representation (from {{status 'detailed'}}) is:
{noformat}
whatever\357bbb
whatever\357aaa
{noformat}

The latter being wrong.
