Sorry for the late response,
but I think it's not a good choice that adding the notion of 'segmentation', 
it will make things complex and is difficult to understand about allocating block for newer.

Each IOEngine should provide a logic contiguous storage even if using several physical  IO
devices, so the design and implementation  will become simple.

Just my thought, FYI

PS:
The uploaded FileIOEngine.java support multi-files storage which is used in our internal branch.

Less than 50 lines are needed to add this feature.
