huaxiang sun updated HBASE-17250:

Upload an initial patch. May not be a good idea to expose implementation details through getScanner()
interface. But I could find a way to better pass the flag around. There are other places such


which similar skipCheckFamily can be applied. If folks agrees that this is the right approach
to take, will upload a comprehensive patch, thanks.

For scan(), if there is no Family configured in scan, the families are from table descriptor,
so checkFamily in Region#getScanner(). can be skipped in this case.
