[~stack] [~ram_krish] As this patch could fix the contention and unexpected wal roll, let's
commit it first?

I will do some other changes to see if I can make AsyncFSWAL run faster for a single node
HDFS. For me, the WALPE is OK but in PE AsyncFSWAL is much slower.
