In branch-1, MultiTableInputFormatTestBase will call TEST_UTIL.setJobWithoutMRCluster() in
setUpBeforeClass. It set USE_LOCAL_FILESYSTEM to true. When start a dfscluster, it will set
default fs to dfs cluster uri. But in branch-1, it changed the default fs to local again if
USE_LOCAL_FILESYSTEM is true.
