Looks like we've converged on this jira, based on the RB status. This jira completes HBASE-14921,
and makes the index-compaction and data-compaction options available to end-user for the first
time. 

In parallel, we keep benchmarking and exploring more elaborate in-memory flush policies in
HBASE-16417.

Can we start voting on this JIRA? [~stack], [~ram_krish], [~anoop.hbase] - mind taking another
look at the code?
