compatibility is not a problem because the 1.x stuff that is in the wal will never go through
submit() again. so it will not hit the check.

also now that I think about the UserInfo that we carry around, gery in HBASE-16217 removed
all the use of user.doAs() so we don't even need to carry those around. [~syuanjiang] since
it was your idea please open a jira, and I'll simplify all the code and add a env.submitProc(proc)
that will take care of everything
