I applied Ted's change to master and ran all scanner and filter tests locally and they pass
except for TestPartialResultsFromClientSide, which fails anyway with REEs complaining about
socket timeout after region move (not good - separate issue). Checking branch-1 now.

cache size matches the number of rows in a PageFilter. See PHOENIX-3121 for how this manifests
itself. We have a standalone, pure HBase API reproducer too that I'll attach (courtesy of
[~churromorales] and [~mujtabachohan]).
