Duo Zhang commented on HBASE-16209:
-----------------------------------

I think the latter implementation(call invoke assign directly if no failure) is OK as the
failure information is recorded with a tracker. But I think we need to change the method name
then.

invokeAssign -> invokeAssignNow, this means invoke assign without delay
invokeAssignOnFailure -> invokeAssign, this is a general invoke assign method, in this
method we will decide to call invokeAssignNow or invokeAssignLater.

What do you think?

Thanks.

> Related to HBASE-16138. As of now we currently have no pause between retrying failed
region open requests. And with a low maximumAttempt default, we can quickly use up all our
regionOpen retries if the server is in a bad state. I added in a ExponentialBackOffPolicy
so that we spread out the timing of our open region retries in AssignmentManager. Review board
