tl;dr Shading is in hbase-protocol only, not global. Makes it so we can refer to both shaded
and non-shaded protobuf.  Your IDE is BORKED unless you add built hbase-protocol*.jar as runtime
dependency. We add in a new module for Coprocessor Endpoints called hbase-endpoints; CPEPs
will continue to work (after a bunch of messing to separate CPEPs from their surrounding context).
