Yes, we have to deal with the permission on the hbase root dir and its subdirs.
/hbase/staging will be 711.

Currently under Kerberos, /hbase is 700. We need to relax it.  
Instead, we will set all the subdirs that need protection to 700 individually, .e.g. /hbase/data,
/hbase/WALs, /hbase/oldWALs.
