ChiaPing Tsai updated HBASE-16224:

1) An new interface provides a way to access the inner buffer. The purpose is to reduce the
elapsed time to move a large number of elements between collections
2) The task limit of region is incremented from 1 to 2 because of the previous limit cause
the lower overlay request. (Please find the attachment)
3) An new argument limits the heapsize of request for individual server
(hbase.client.max.perserver.heapsize, default value is 4MB)
