I think quota manager uses its own quota table for throttling and the namespace quota is stored
in ZK.
but in general waiting for a table to be available has not much point. since when the master
is up and running the RS hosting namespace, quota, meta or other may go down. so we have to
deal anyway with the table not online. the Table api does already that with some retry. so
there's really no point to have a hard check in the beginning and crash the master.
