Broke up the RUN line.

requirements file seem like something you'd want to do when there are many dependencies. Our
project doesn't have enough python stuff that we need a separate file just to manage dependencies.
I'd rather keep {{pip install}} unless we have quite a few (em, 5+ ?) python dependencies.
