One thought I was having was if we should be able to set rpc timeout on the Connection.

You mean we pass the timeout to server in ConnectionHeader? This makes it impossible to have
different tmieout on same connection.
In the current hbase implementation, the rpc timeout is calculated every time before doing
the actual rpc call. It depends on how much time remain.
