This patch fixes several broken tests in replication_admin_test created by HBASE-11393's refactoring
of the Ruby API for adding a peer, and also removes an unused HBase table created in the test
that may have been a source of this test's prior flakiness. 

I held off on re-enabling TestReplicationShell, but verified that the test passes consitently
locally.
